Unfortunately, the owner probably thinks he has gold. Otherwise the tractor wouldn't be there for you to lust after. Someone would've already picked it up.
It won't hurt to try to buy it, just don't get upset when the farmer wants $3000 for it as it sits there, or won't sell for any price. He's free to ask however much he wants because this is the USA, and he's not obligated to sell it to you.
