I think you might be confusing "lugs" with "hubs". The lugs are mounted on the rims and alternate around the perimeter. The hubs that fasten the wheels to the axles can be mounted either in or out. I think from the factory they were mounted "out". Even the sales brochures and flyers show them out. In some instances, depending on the implements that were used with the tractor, the wheels were mounted with the hubs in. If you are planning on trailering the tractor, mount the hubs out with their outer edge even with the end of the axle and you will be able to get it on the trailer inside of the fender wells.
