Make sure the tooth in the governor shaft is correctly installed in the slot in the throttle shaft in the carburetor. It needs to be for the engine to slow down correctly. Also you can try adjusting the speed screw, with the tractor running, turn the screw all the way out, push the throttle all the way forward (slow) and screw in the screw to the speed you would like it to run when the throttle is down.
