If you have new discs and maybe actuators in those brakes, now is the time to fix them right. Wear on the housing and bullpinion housing where the discs contact allows the actuator to overtravel. You need to machine the mounting surface of the brake housing down. New discs and the actuator stacked in the housing should come within .025" of a straightedge laid across the mount face. Much more than that and you get what you got; lockup. Later dry disc brake tractors had removable shims. Don't measure off old discs, when you replace them the housing will be too shallow.
