IH464 spark plug fouling

Have serious spark plug fouling with soft carbon soot (not oil) on all spark plugs on IH 464 tractor. Using Champion F18Y plugs, gapped at .023, Marvel-Schebler carburetor (carb. has been overhauled three times) and fairly low hours on tractor (1600 hrs). Every few weeks have to pull the plugs, sandblast the carbon off and reinstall. Runs like a champ for a while, then do the whole routine over. Anyone have any steps to go through to solve the problem ? Thanks ! Or is this normal for this particular model tractor? Great tractor other than that ! Thanks.
