All my tractors have steel wheels and I like them to look original with the lugs, so I have steel bands made for the rear wheel out of 1/4 or 3/8" steel and then I got some old belting material from a guy that is about 3/8" thick. I cut it the width of the steel road bands and glue it on with adhesive I get from a place that installs windshields in cars. They also sell a primer you paint on before you put the adhesive on. The adhesive comes in caulk gun tubes. When I have the road bands made I have them drill holes in the bands and then put black elevator bolts in to help hold the belting material in place. On the front wheels, I just remove the steel guide rings and use the existing holes and glue and bolt the belting on. Looks great and works very well.
