"Smoke" could be oil control rings, as well as valve stem/guide wear.
WHY are you assuming "valves" are the problem?
One sign of worn valve stems/guides is a "shot" of excess blue "oil smoke" right at startup, from oil that has sneaked down past the valvestems after shutdown.
Machine shop costs ARE way up, but, you should be able to get a LOT of parts, as well as grinding the valves, for $300.00.
Of course, that will depend upon if the guides, as well as any seats need to be replaced, and if the head needs to be "surfaced".
The gaskets ain't cheap, either, I'm not sure if you are figuring that into the $300.00?
