Take the inspection cover off the bottom of the clutch housing. You will be able to see the release bearing and levers. They are probably ground off. If they are OK then the clutch disk has likely broken up with broken pieces wedging between the pressure plate and flywheel.
If the free travel is OK and the clutch will not release, the tractor will need to be split to service the clutch.
