I have original IHC brochures from the 40s. They list an "optional 7 mph fourth gear" as well as a slow-speed first gear. These are on different sets of gears, so I don't THINK they had to be put in together as a single kit. Someone else here probably knows more about that than I do. Wouldn't take much to know more than I do. The original 4th gear on these tractors was really too fast for heavy field work, and much too slow for the kind of road work farmers often did back in the 40s. I've hauled many a load of grain, hay or green corn a mile or so over a gravel road, pulling a steel-tired wagon. You didn't want to do too much over 5 or 6 mph, but to get this speed, you had to have the throttle wide-open in fourth--lots of unnecessary noise. In fifth, the H, especially, would not pull a heavy load at 5 mph in fifth (the IHC brochures give the useful speed in fifth as about 9 to 16 mph). There just wasn't enough torque. The 7 mph fourth gear would have been a great speed to have. You could throttle back a little and still get 5 mph. Even in the field, this would have been useful for some tasks, throttled back, of course (raking hay comes to mind, or pulling a peg tooth harrow if it wasn't too big).
