I guess if you could lock out third gear it would be somewhat safer. But the whole concept of kids and vehicles does not correlate well with concerns for safety. Your grandkids maybe exceptional in that they might not test the limitations of a Cub or their ability to handle one. When they are out of sight, I wouldn't bet on it. I grew up with a Cub and count myself lucky not to have been injured.
As for the seat, I have the seat w/arm rests and back minus the cushions. The cushions are available on eBay on a continuous basis. Email me.
