For starters (no pun intended), hooking up a starter say in a vise etc for a bench test n just seeing/hearing her spin "okay" dont really tell ya all that much cuz theres no load. Of course, however, when in the tractor she ought to spin fast enough to engage the bendix.
Okay, if the starter is reallyyyyyyyyyy good ???? and the starter switch is reallyyyyyyyyy good????????and the battery is reallyyyyyyyyyyyy good???? and the cables are reallyyyyyyyyy good?????? A BAD STARTER TO FRAME GROUND IS ABOUT ALL THATS LEFT Clean n shine n wire brush the mating surfaces n starter mount bolts etc
OTHER ISSUES
If it has an external push switch versus a starter saddle mount you can by pass jump around the switch to insure thats still not the problem.
Even if cables look good to the eye externally, they can still be burned n carboned n resistive underneath or under the crimp, TRY JUMPERS OR DIFFERENT CABLES
If the battery grounded is to a thin or rusty wimpy sheet metal object, re ground to a clean main to frame bolt n try it.
Make sure the battery is reallyyyyyyyy good n full charged??????? Have it load tested
Remove, clean n wire brush, n re attach each n every battery n starter n switch n ground connection again
