My self I fill the cylinders with tranny fluid. I do that even if the engine isn't locked up. Why, because the tranny fluid loosen up the rings, cleans up any rust in the cylinders and lubes the rings/cylinders so you don't turn it over dry. 75% of the tractor I get have sat for years and I do that to them all. Most are good running tractors now and some had even locked up and the tranny fluid loosen them up with out pulling the head
