Like Hal said, clean the o-ring grooves. Make sure they're as clean as you can get them. If your sleeves don't have any pitting in the area that the o-rings seal against, you can reuse them, if in doubt don't take a chance on them, pistons and sleeves are cheap. I've always lubed the o-rings with soap, installed, and then installed sleeve dry, but I see no reason why your way wouln't work. Also make sure the counterbore in the top of the block that the flange of the sleeve seats in is perfectly clean.
