The washer are used because the are tubes pressed through the head down the center holes. The washers are large enough the extend to the casting so the nut does not cover just the tube. If you look closely you will see which holes have the tubes. Those are the studs that must have the washers. Putting them on other studs as well should not cause any problems as long as you have enough threads on the studs. Originally there are longer studs for the holes with the tubes and where the throttle pivot plate bolts on.
