Hmmm, are you talking about the lever that comes out of the belly pump? Do you even have a belly pump on it anymore? I have seen some that leave the belly pump there as a resevoir, but are using a live pump (by the distributor) for the actual pumping. If so, then that lever is non-functional.
I have a couple of tractors with the live system set up like you describe, with the resevoir under the fuel tank, and they don't have a lever coming out of that resevoir.
