Two things- 1) do you still have the distributor ? If so, reinstall it and see if the problem goes away.
2) did you replace the main jet packing when you rebuilt the carb ? If so, there may be a crumb of the packing material infront of the needle, cutting down your fuel flow. You will probably have to take the carb apart again to blow it out.
If the tractor ran decent before you changed the mag / rebuilt the carb, finding the problem should be straight forward. If you take it someone else to fix, you will not learn much.
