Either pull the starter out of the housing, or try this: With the ign. off put it in high gear then rock it violently back and forth with the top of the rear wheel. the fan should show some motion if it fixes it. (It will be a temporary fix) In either case it may make a clicking noise as the starter comes unjambed from the flywheel. Bolt it back on, or put it in Neutral, and try it again. A new clutch style drive (from CaseIH) replaces the original. If still no luck, taking the starter to a electrical shop for a test will be next. JimN
