I have freed up several like that. Use a 4.5 inch angle grinder with a wire brush wheel. Get down inside that cylinder. It will clean up nice. Then use a oak tree limb that just fits in the cylinder. about 10-12 inches long. Beat that piston down then put in blaster or ATF to free the rings. You could remove the one piston and free up the rings. Then reassemble.
