If system has all the right parts and you are sure pump is good the problem is most likly in regulator and safety valve or a suction leak. Suction leaks can be were the steering and valve support post bolts to reservoir with 4 bolts, gasket there, or at each end of suction pressure pipes to pump,O rings. If suction leaks on pump end oil will usualy leak though with tractor parked. If you get into regulator valve check for stuck pistons, bad springs or ball and seat not sealing. Also check screen and orifice for pluging while apart. Before doing any of that maybe we can determan if you have correct parts. The control valve nearest support post,does it have 2 hydraulic ports to front of tractor(they should have pipe plugs) or 1 port ? Does your regulator block have any ports in the bottom pluged or otherwise? Its posiable also that power steering and non power steering parts are mixed and a port left pluged off. Also make sure oil is getting to suction side of pump.
