The first fast step is to adjust the load needle one half turn out in several steps to see if it going to richen the mix. Look at the parts diagram for the tractor at caseih.com to locate the needle. (you need a manual as well.
1) Open the drain on the carb with a can under it, and the fuel valve at the tank open. If it comes out like it was running through a soda straw for more than a minute (time it, and use a big can) the supply is fine. 2) Take the bowl off of the carbm and clean all junk out of it, and look at the main jet to see if it has material plugging it up. Use carb spray on the underside to give it a chance to work. If these efforts don't help. The carb needs a kit and soaked to clean it.
Ignition can be a part of the problem, but in this case I doubt it. Good luck, JimN
