First thing to do is pull the starter off it may be locked up in the ring gear. And yes it doesn't take long for one to lock up from water in the cylinders and if it has water in them unless its blown out the tranny fluid will not help because it will float on the water. Also if it will not turn over with the starter there is little hope it will by hand since the starter puts out 10 times more torque then you can put out by hand
