Where did this tractor come from? From a more northernly climate? The only thing I could guess is that it is a ether injection port. Maybe they had a tube going back to the operator platform and it would be easier to start the thing with ether as you cranked the moter.
My Dads 4020 and 3020 has a factory port under the steering wheel for this. However, this only a guess.
