You'll find different opinions. Some folks say put -em on dry. Others say use a spary-on copper sealant or just plain spray on copper paint, and putthe gasket on after it's set until just barely tacky.
Your choice. The two important things are not to use anything heavy or thick like a regular brush-in-bottle Permatex gasket sealer, and to retorque the head after you've had the whole engine running up to temp for a little while. Latter is a pain as you have to lift the rocker to do it, meaning running down your valve clearances a second time, but it needs to be done.
