The TA in the farmalls from SMTA to at least 1466 models will freewheel (coast) when the TA is pulled-back(under-drive). It will not slow the tractor. Need to use brakes. In direct-drive(TA lever pushed ahead) the tractor will slow when engine speed is reduced but you will still need to use some brake for a complete stop. Also I don't think you said whether this was gas 0r diesel. A diesel engine will not slow a tractor as much as a gas engine will. This is most evident in the big truck engines.
