The cheapest cylinder in the Surplus Center catalog is $29.95 but the stroke is only 4.5". There are several in the 6" to 8" stroke range that are priced between $40 and $50.
I can think of half a dozen places within 25 miles of Boston, MA where cheap cylinders are available. Everything is negotiable and good deals can be had.
Most hydraulic cylinders are a commodity item. The machine shop knows this and should have suggested replacement rather than repair. They are like TV sets. Does anyone repair TVs anymore? No, because it is not economic. I would have walked if presented that bill. The machine shop will think twice about over selling the customer again.
