Is the leak from the glass bowl under the fuel filter OR the metal bowl under the fuel tank?
Sometimes the steel fuel lines get a very small crack and start to leak. Have to replace line. If you are taking the lines apart be careful not to lose brass washers at banjo fittings.
Not starting you will have to bleed fuel system probably all the way to the injection pump and maybe even loosen an injector line.
