IH300 Utility

Hi, I am new to his forum but you guys seem to know your stuff, so I thought I would ask for some help. I have a 300U and it has power steering and a 2 point lift. The hydraulics work just as they should but I do not get any pressure to the power steering line. If I just move the lever for the lift a little bit the power steering works great. So the only time I have pressure is when I am using the lift. What"s up with that? Any ideas? I have had the valve body off several times and don"t see a bad part. My understanding is that the power steering is supposed to get the pressure first and then any extra pressure can be used by the hydrulics. My hydraulics have plenty of pressure but the steering only gets some when I am using the hydraulics Please help
