560 clutch problems

My mechanics are putting a clutch and pressure plate (along with a rebuilt engine) into my 560 gas. When they had it bolted together they could not get the pressure plate to release far enough to disengage the clutch. I put a clutch and pressure plate in about 30 years ago and had the same problem; my fix was to install a small washer between the pressure plate and flywheel on each bolt that fastens the pressure plate to the flywheel. What are we missing?
