remove the starter as it is maybe locked up on the flywheel this can happen the ammeter is showing discharge because the dist is drawing juice when the sw is on or you can put the tranny in 4th and rock the tractor back and forth watch the fan if it moves a bunch the starter is unlocked and you mite hear a click when rocking the tractor this doesent always work and you mite have to remove and replace the starter.
