I read some of the old IH Blue Ribbon manuals on this. In their vernacular 'hot' was in reality 'warm'. As in a nice warm summer day, say 80 degrees, engine soaked at that temp. 'Cold' was a very cold soaked engine, down to as low as 25 degrees F.
Just set them at .017 on a nice warm afternoon. Make sure you go all around after the settings and retorque everything. Bet you will find one you missed, and that one will back off and cause you all kinds of problems.
