354 carb problems

I have rebuilt my 354 and now I am down to the carb. I have put a rebuilt kit in it and a new float and it still runs to rich. I have shimmed the needle valve and replaced it twice and it still blows black smoke and runs way too rich. Would any one know what I should try next or where to find a new carb? Thank-you for any help.
