Here's the procedure from my IH engine manual. First the weight gear that drives off the crank has two teeth seperated by seven teeth with single dots on them. The other gear weight has two teeth side by side with a dot on each. You alighn one of the teeth on drive gear between the double dots on driven gear. You have one of the single marked teeth on top to mesh between the two marked teeth on the crankshaft gear and the other marked tooth will mesh with driven gear between two marked teeth. You then turn engine too NO.2 piston to top dead center. The balancer marked tooth should mesh between the two marked teeth on the crankshaft gear. Then the book says to turn engine over by hand to make sure no parts hit the balancer and it is installed correctally. Hope this helps.
