M - Carb or Governor?

Hello All!
So I have finally gotten the M back together enough to take it out and try the #5 mower out and see how it goes. (The mower works well, I just need to figure out whats just an "adjustment" and what needs to be replaced)
But now my question goes back to the M. It doesnt really like to idle much, and it surges when just sitting there. Tonight when I was chugging along with the mower, it was nice and smooth. When I stopped to remove a plug from the bar, it would surge again.
So does this mean that my problem is with the carb, or do I need to adjust the governor?
The tractor starts right up with no smoke (rebuilt about 500 hrs ago, carb professionally rebuilt last year) and once its going its not bad. I just dont want to mess with something thats working and make it worse.
So any input?
