Don't know how much of the governors you are referring to. There was some small changes made over the years but basic differances are, drive gears, throttle tube and the casting it goes in and linkage rod length to throttle tube shaft. H used a throttle tube shorter than SH,300 or 350 and those shafts are different from M.SM,400,450. Later throttle tubes or IH replacments had a seal on throttle shaft inside tube. Casting on governor housing that throttle tube goes in is taller on M to 450 than others.
