RB,yes it's a manifold heat control for a tractor fuel manifold to preheat the carb.Your manifold is a gas manifold without the heat controlled from the seat,you should have a way on your manifold to control the heat by loosening a bolt and jam nut and moving the lever.No you can't stop the belt pulley from turning.It also turns backwards.You take the pulley off the shaft and there is a guard that goes over the shaft.I have no idea what it looks like.Ralph
