Farmall Cub probs.

I picked up a very original 49 Cub, the other day. The guy who had it said that it ran great the last time he used it over a year im thinking 2 plus years ago. Anyway he fired it up and it fired up good but only ran for a few seconds. Now I got running at home and it smokes pretty bad and the gov. carb does not seem to kick it too well. I was wondering if the rings were stuck to the pistons? or something like that? I dont know much about cubs but it was just to nice to pass up. not sure what to go into first?
