Use a firm twisting/lifting motion to break it free and work it off. There is no doubt that it was just put on there by hand. It's an aftermarket precleaner, and they certainly didn't haul the tractor to a machine shop to have the precleaner pressed on :) More than likely, there's been a little corrosion between the pot metal (maybe aluminum?) and the pressed steel air cleaner standpipe.
