There is no doubt that it was just put on there by hand. It's an aftermarket precleaner, and they certainly didn't haul the tractor to a machine shop to have the precleaner pressed on :)

More than likely, there's been a little corrosion between the pot metal (maybe aluminum?) and the pressed steel air cleaner standpipe.
