Farmall overreving

I have a Farmall B that I bought not running. I've got it running now. It starts easy, no smoke, and idles just fine. However, as I increase the throttle past 1/3 the engine revs up to max rpm and doesnt come back to normal until I hit the kill switch. As the engine slows down I can turn the kill switch off & lower the throttle the rpms go back to normal. When over reving the throttle contol does nothing if I lower or raise the position. I've replaced the govenor and found a broken spring and replaced that. It seems that the centrifical weights advance the timing and speed of the engine but don't let off. Any ideas. I'm stuck. THANKS
