The only adjustment on the C is the idle mixture unless you have a dual fuel carb. You dont have to adjust those carbs for cold weather and i been running these tractors for 50 pluss yrs and never adjusted anything. You must have something else bad sparkplugs or a vacuum leak is the oilbath cleaner clear and the oil in the cup ok. Been cold here in IA too. I would try some new plugs.
