Super M Gas flow problem

Recently changed the sediment bowl and put a new clear fuel filter between the gas tank and the carb. I checked the gas line and its clean. Opened the valve under the tank and gas flowed great. Added the sediment bowl and opened the valve and gas barely trickled out, eventually filled the bowl and I could see very little gas flowing thru the clear filter. Loosened the sedimnet bowl a bit and gas flowed great..tighten the bowl snug under the valve and gas barely ran. Almost seems like an air lock. Took the gas cap off, no change. I'm puzzled..tractor runs great for a bit then runs out of gas. What am I mising?
