The valves are factory from your description. You probably haven't changed anything, they can be set for single or double action. On the cover in the lever end is a round shaft with flats cut on it. Also has a roll pin through it into a clip. Cap has S & D stamped in it. Roll pin must be over letter or valve spool will not be centered & keep system on pressure when not useing valve. The larger block with the 4 bolts holding the cover on is the system relief valve. This valve has a orfice screen in it that can be plugged & cause the same problem. Need to remove the cover, screen is removed with a screw driver. Clean up also replace o ring on the unloading piston while have cover off. The cover has spring tension under it. Remove two bolts at opposite corners of cover & install longer ones to ease cover off & when installing also. The check block on the under side of the hitch valve would likely not cause the problem you describe. Ted
