International 584 hydraulics/diff lock repair

I've got an International 584 with hydraulic problems in the PTO, 3-point hitch, and power steering (that I know of). I have a feeling that the parking brake was left on at some point, which may have fouled up the hydraulics, but I have been able to adjust it very far out and it does hold. The differential lock pedal is stuck on the floor, and I don't have any sign of the rear wheels being locked. When the PTO is engaged and I turn the steering to full left or right, it disengages the PTO until I back off on the steering a little bit. Is this normal? As for the 3-point hitch, the lift "bobs" up and down, dropping about 1" or so and then suddenly raising back up to the original height. This happens with lots or no load on the lift. I'm going in to investigate the diff at least, but hope to fix my hydraulic issues at the same time. Any suggestions on how far to go/what to replace (valves?) are appreciated.
