Without knowing what model he has it would be almost impossible to guess remotely why he's not getting 240 volts, except that a lot of older generators only produced 115 volt.

Here's a website with a bunch of info on older Kohler generators. If you can find out the model number from Old, you could also try posting the question on the Kohler generator board at www.smokstak.com
