If your rings are stuck, you may have low compression, which will inhibit the ability of the engine to suck the gas mixture in. Take the plugs out and squirt some oil in the cylinders to help seal the pistons. This will help get the gas in there. The same problem will occur if some of the valves are not closing. Make sure the spark is advanced half way, or all the way if towing. Full retard on the spark lever grounds the points, to shut down the tractor. Tow it in 2nd gear if you can, it will spin the engine faster.
