I've always thought that the varnish used looked like an electrical varnish called Glyptal that GE used to make. We used to use a lot of it at work. Don't know if it is even available anymore. I think that your suggestion of the red epoxy varnish is a good one. I would add that I would want to get the surface very clean and oil free before applying it. I don't know what mischief it might cause if it came loose.
