Why wouldn't you put the cyclinder at TDC for that position then insert the helicoil? Seems to me at TDC less chance to lose shavings down deep and should be easy to "blow out" with an airgun. I vote "dry". Still, I'd hate to score a cylinder with metal shavings should I not get them all out.

I myself would probably just pull the head and do it that way, but that is more work and additional cost.
