Brake Hold Pin thingy

I trying to remove the brake hold on our Super H to put in hand actived hold cause my Dad cant do the "foot thingy", and cant seems to get it to move. I have all ready remove the pin holding it by drilling it out. I banged on the pin holding the brake hold and I could not get it to move at all. I guess I could drill out the pin but I was wondering if anyone has had this issue before.
