Junk pile find info

Was at a sale while back and found what I think was a sickle grinder made by IH. It is a series of gears with a crank and double tapered grinding stone like would be used on a sickle. It has clamps on the bottom like it clamps onto something.round.What is it?Was it part of a binder or similar machine? Any value or was junk pile the best place for it?
