Farmall A clutch reassembly

I"m restoring an "A" and put the block back on the bellhousing with the new clutch installed. Just thinking out loud but if the tractor is in gear, and you turn the wheel disc, shouldn"t the flywheel turn also? I"m thinking it"s the same thing as rolling the tractor and popping the clutch to start it. My flywheel doesn"t turn, and the clutch is adjusted right. Did I do something wrong, or is it normal. First tractor I"ve had apart this far.
