I'm sure with a good welder at the task it can be done. As long as its not a stressful part of the block, it might be possible. For the cost to repair it, you might find a replacement block. You'd more then likely have to disassmble the engine to have it patched properly. Grinding the edges of the hole smooth to facilitate a patch will leave the insides full of metal. The hardest part in my opinion would be finding a piece of cast to fit. They can do wonders to blend in the weld to make it look almost nonexistent. I would ask around locally at machine shops or fabrication places, they might be able to help or direct you towards someone that can. I think the cost to have it welded might be comparable to finding another block. Explore your options before getting in too deep with one venture. I'd have the block checked for other cracks before I bothered trying to get it patched
